Section 5 · Instructions to offerors — how it works

Five steps, in the order you'd actually do them.

  1. Set up your company once

    Name, UEI and CAGE if you have them, your NAICS codes and any certifications. Everything afterwards — matching, scoring, every proposal — is built from this.

  2. Find what's open to you

    One search across every connected source, filtered to your codes and the set-asides you qualify for. No trawling four portals with four logins.

  3. Check the odds before you write

    Bid IQ scores winnability against real award history and tells you where you're weak. A clear “skip this one” is worth as much as a green light.

  4. Shred the solicitation

    Upload the RFP and get every requirement back as a compliance matrix, before you write a word — so nothing gets missed and nothing gets marked non-responsive.

  5. Draft, review, export

    The technical, past-performance and pricing volumes are drafted for you, with every gap flagged for your input. Export to Word, finish it in your own voice, submit it yourself.

Do I need to be registered in SAM.gov to use this?

No. You can search, score and draft without it. But you cannot legally be awarded a federal contract without an active SAM.gov registration, so Get Registered walks you through it step by step. It's free and it takes a few days to clear.

What if I have no past performance?

That's the normal starting position, and it isn't a blocker. Zero-past-performance mode writes the section from your commercial work, nonprofit experience and professional background instead of leaving it blank, citing FAR 15.305, which lets agencies consider similar work. It will not invent a contract you never held.

Which sites does it actually search?

SAM.gov, from the full opportunity file the government publishes daily — tens of thousands of open notices — plus Grants.gov, and the Arizona state portal. GSA eBuy and DLA DIBBS require their own vendor logins and cannot be searched on your behalf, so we link you straight to them rather than pretending otherwise.

Is the proposal it writes ready to submit?

No, and it says so on the first page of every export. It is a first draft: it gets the structure, the compliance matrix and the language right, and it marks every place that needs a real number, a real reference or your judgement. You are the one submitting to the government, and you are responsible for what you submit.

How does the certification leverage work?

You enter the certifications you hold — WOSB, EDWOSB, 8(a), HUBZone, SDVOSB, MBE, DBE — and set-aside opportunities you qualify for are matched and flagged. Those advantages are then written into the proposal as win themes rather than mentioned in passing.

What does Bid IQ base the odds on?

Real federal award history from USAspending.gov: who has actually won this kind of work, what it paid, and how concentrated the field is. It will tell you to skip a bid when the numbers say skip — that's the point of checking before you spend a week writing.

Can I cancel?

Yes, yourself, from the Pricing page in the app — card changes, invoices and cancellation all go through Stripe's billing portal. No contract, no cancellation fee, and you keep access to the end of the period you've paid for.

What happens to my data?

Your company profile and proposals are yours and are scoped to your account. Solicitation text you upload is sent to the AI provider to draft against and is not used to train anything. The privacy policy sets out the detail.
